Introduce a `worker` module with `background_worker` that periodically refreshes provider health and emits status updates via the app's message channel. Add `spawn_background_worker` method to `App` for launching the worker as a Tokio task.
Owlen TUI
This crate contains all the logic for the terminal user interface (TUI) of Owlen.
It is built using the excellent ratatui library and is responsible for rendering the chat interface, handling user input, and managing the application state.
