ci: add GitHub and Gitea Actions release workflows

Builds Linux (.deb, .AppImage, .rpm) and Windows (.exe, .msi) bundles
on tag push (v*). Gitea workflow uses self-hosted runner labels
(linux / windows); GitHub workflow uses hosted ubuntu-22.04 / windows-latest.
