- switch ClockAnchor to tokio::time::Instant
- remove flawed epoch conversion helpers from Countdown
- expose countdown getters for id/label/start/target instants
- update service snapshot to compute remaining_at(now) and return instants directly
- add core extern declaration in lib.rs
